- Promoting outside of the HDA base (eg. training rooms, hallway) is forbidden and counts as hovering.
3 - B.U.M POLICY
B.U.M stands for Badge, Uniform and Motto, respectively.
3.1 - Badge
The divisions that you will join or are accepted into, such as Advertising or Training, are represented by certain badges. These badges are always owned by HDA-Mother. You are required to favourite the group of the division that you are currently in. This will appear in your mini-profile as your ‘badge’.
Any badge from another agency, including the main badge is not allowed, and upon joining HDA will need to be removed.
Founding Family are permitted to wear badges that are not Division Badges. Everyone else must abide by this rule.
3.2 - Uniform
We do not expect our workers to wear uniform, however we do have a few rules they must abide by.
- You MUST have on an appropriate shirt and pants at all times. You also must not clone other members of HDA. Not only could it cause confusion - we all have our own unique style and creativity. However, you may twin other members. The difference between cloning is that cloning is copying the exact look of another member, and twinning is dressing similar to the user.
- Members MAY NOT wear clothing items that could cause dizziness or discomfort to others. This includes, but is not limited to the “Counting Sheep” article. All other clothing items will which may cause concern be reviewed and voted on by Foundation Advisors+.
Addition: Usernames
All members working in HDA must abide by proper username for their Habbo accounts. Members with inappropriate usernames that have sexist, racist usernames, has to create a new account. If you find somebody with an inappropriate name but wanting to join as a Recruit, then you must tell them that they need to join with a different username. If the members refused to join HDA with a different and appropriate username, they MUST be fired.
3.3 - Motto
Mottos are a part of our uniform here at HDA, as they help to identify each member. Below Operations are not allowed to have anything other than their rank in their motto whilst in base. Operations+ are permitted to use symbols and add words after their rank. However it must remain professional and neat. You will be asked to alter your motto if it is not deemed to follow the following rules:
Below Operations division MUST follow this format - [HDA] RANK [TAG]
Operations+ & Trial Ranks and/or recently Purchased Ranks - Can choose to use symbols instead of brackets, HDA can be lowercases, Tag must be visible. Other words and symbols can be used if kept professional & neat.
Elite Command+ Symbols/Brackets dividing the motto optional
Elite Command+ Tag optional
Every member(s) motto should look professional and neat.
You are always required to follow the above rules whilst in base. Not complying with the above policies when asked to can lead to disciplinary actions being taken against you. These rules apply to everybody, including iC members. If members repeatedly break any of these policies, they may face harsher disciplinary actions such as demotions. If done by iC members, things such as strikes may be handed out.
4 - IN BASE GUIDE
At HDA we have commands to keep order in base.
4.1 - Commands
Please remember, you must not idle/AFK at any of these stations.
FTF - Fill The Front. This is where you recruit new members, and let existing members in.
FTB - Fill The Back. You are to report to the AFK seats, and wait for stations to become free.
FT - Fill Training. You are to sit in one of the seats in Training and either train or be ready to train.
FS - Fill Security. You are to sit in one of the security seats and monitor who comes into base.
FTHD - Fill The Help Desk. Go to the help desk and help members that have any questions. Using the help desk for unnecessary matters and/or holding a conversation is not allowed, and you will be sanctioned.
FTTD - Fill the Transfer Desk. Go to the transfer desk and transfer/assist any visitors. You may whisper at this station.
CTH - Clear The Hall. This command is only allowed to be used close to and during pay times. You are to clear the walking space located in the hallway, immediately. You can do so by filling any available station or going to FTB.
F&C - Front and Centre. Stand, wave and say “Yes [promoters username/real name]” or alternatively, "Hello [promoters username/real name]" .
AE - At Ease. You are dismissed from F&C, you can continue working.
BTB - Back to Base. This command is usually used during training or a meeting, this means you are dismissed and may return to base.
Additional information:
If you are sitting in the training area, there are some rules to follow:
- Only sit in the training area if you have the intention to train recruits.
- Never abandon a Recruit in the training room or training area.
- Do not forget to close the gate once the Recruit entered the teleport.
- When sitting at FT you’re required to train anyone that comes by. Caught leaving as soon as a recruit comes, you will receive a strike.
If you are found breaking these additional rules, you will face consequences.
4.2 - Station policy
Always FTF before anything else! Members who are apart of special divisions (ex. IA, TT) may fill these areas as an alternative to sitting at FTF.
Front desks are priority – when someone walks into base they should be greeted at the front, and never from supervising areas or security.
Members in the divisions get priority over the seat - always give your seats up at FTF for standards, and your seat at FT/FS for members in those divisions. You must NEVER ask someone in security/training to give up their seat for you if you're not in the division.
Help Desk: Internal Affairs members are encouraged to Fill the Help Desk (FTHD) as an alternative to sitting at FTF.
Transfer Desk: Transfer Team members are encouraged to fill the Transfer Desk as an alternative to sitting at FTF.
Events Area: Do not sit in the Events Area in base if there is not an Event in progress. Events Area may be sat in if there aren’t any stations to fill whilst waiting for pay to begin. Events Area must be closed at all times except during the fore-mentioned times.
**IMPORTANT**
The use of Auto-clickers to avoid idling out when filling a station is STRICTLY PROHIBITED.
If you are found to be ignoring recruits in lobby or ignoring other members speaking to you, you may be suspected of being AFK.
So when you're using an auto-clicker, you are AFK but you don't look like it, this is unfair to everyone else in base as you are taking up a seat that someone else could be filling. If you wish to earn pay, you have to work. Being logged on is not enough. If you are found to be using an auto-clicker, we will take the appropriate disciplinary action, the same way we would do if you were constantly AFK at a station.
If you ever witness any conflict in base, you must report it to Internal Affairs with substantial evidence.
Trying to resolve disputes doesn't always work well, so we have a team in place to deal with this OR use the following complaint form here.
5 - PURCHASING A RANK
When looking to purchase a rank, please make sure that the member is an official rank seller and hold official HDA badges.
Any/all purchases may only be accepted by an official HDA rank seller. No other staff members are allowed to receive funds on behalf of HDA. You can find HDA's official Rank Sellers listed here.
Rank purchases are non-refundable and buying a rank does not mean you are immune to the disciplinary actions.
You can find our rank prices here.

6 - DISCIPLINARY ACTION POLICY
The Disciplinary Action Policy includes a series of increasingly severe penalties for repeated offences, typically beginning with a verbal warning. These policies are in place to guide and help HDA members with their behaviour and/or keep misbehaviour in line, to prevent repeated actions.
HDA's disciplinary action policies are as follows:

7 - RR HOLDERS AND BADGE ADMINS
If you are either a Room Rights Holder or a badge admin, you have been given it through trust. Room Rights and Badge Admin are not given according to rank.
If you are seen to abuse this trust, it will be removed and further action may be taken.
As an RR holder, you must keep HDA safe from trolls, however, when kicking/muting/banning you must inform them of your intention before you do so.
All users must also have warning(s) before applying any sort of moderation to them, especially if it's a minor rule being broken.
Sharing accounts will lead to your BA/RR being removed without any warning.

9 - LEAVE OF ABSENCE POLICY (LOA)
LOA is an option for all members of HDA to take when they are in need of time away from Habbo. You can apply for LOA in cases of emergencies, sickness, mental health, family, educational or work related reasons, and if you need a break from Habbo or HDA work in general. You should apply for LOA if you’re going to be away for more than 7+ days.
All LOA’s must be submitted on the portal for it to be considered. This goes for all ranks. If you do not post it on the portal, it will not be deemed valid. If you are facing extreme circumstances, you will need to get someone to post on your behalf or it will not be valid.
If you are Administration or below, you do not need to apply for an LOA if you’re going to be offline more than 7+ days.
However, if you are in special units such as EA, FA, Events, etc. you will need to apply for an LOA, or your position will be at risk.
Moderation (5iC) members MUST apply for an LOA if they will be offline on Habbo for 14+ days.
Elite Command+ (4iC+) members MUST apply for an LOA if they will be offline on Habbo for 7+ days.
If you are found offline more than that amount of time, without an official LOA on the portal, you will be demoted to Administration. The deadline to appeal that demotion is by the end of the bi-weekly period in which the occurrence (offline time without LOA) falls.
Additional Rules:
To check if you are on strike, or to view the reasons for a strike placed on somebody, please ask any LOA Monitors or FA+

Additional Rules:
- You must apply 2-3 days before your intended LOA's start date, to ensure your LOA is approved before going inactive; otherwise it will be declined. (LOA’s can be approved on the day of submission, if provided with proper reasoning e.g emergencies).
- You must keep your Habbo profile with your online time (OT) visible at all times. At no point is it okay to have your profile or OT hidden.
- You cannot collect pay or promotions whilst on LOA.
- While on LOA, you may FTB and visit HDA base, however, if found being active in other rooms or on Habbo for extended periods of time then your LOA will be revoked. This includes promoting, training, filling stations, etc.
- Special Units such as EA, IA, events etc. have the right to remove you from the division if you intend to go inactive for longer than 4 weeks.
- MODERATION+ have a limit of 4 weeks for a LOA before roles are reconsidered (excludes extraordinary circumstances).
If you have requested an LOA for up-to 4 weeks - keep in mind, Main Founders have the right to remove you from your rank if other factors are involved, leading up to the long LOA. If you request an LOA for 2 weeks+ Foundation reserves the right to temporarily replace you in any tasks you may hold leadership in. - The longest a non-iC member (below MOD) can take an LOA for at a time, without special approval, is 1 month.
The longest a member ranked MOD+ can take an LOA for at a time, without special approval, is 2 weeks. Please keep in mind other rules still apply. (Refer to 'Important Notes for MOD+", for LOA-request more than 14 days) - If you have an LOA approved, and wish to extend it during your LOA, it will need to be approved by a Main Founder.
- You must be honest with your reasoning for taking an LOA. We respect if an individual needs a break from working on Habbo/HDA. All members are allowed to take an LOA purely for a break from their HDA responsibilities once every 3 months for a maximum of 2 weeks. If you are found taking an LOA for other reasons and then caught being active on Habbo Retros/ other gaming platforms, Foundation reserves the right to remove you from your position. To be clear, if you take an LOA claiming to be too busy in real life, but then found spending sufficient time on other retros/gaming platforms, you are at risk of demotion.
- If you apply for an LOA 7 days or closer to when your elective bi weekly points are due, then you must have sufficient points. You will receive a strike if you haven’t collected a sufficient amount before doing so.
- If you do not return within 24 hours of your LOA ending, you will be demoted.
- Foundation+ cannot approve their own LOA’s, it must be approved by a Main Founder.
- Only members of the LOA Monitoring team and Foundation+ can officially accept your LOA request.
- You will be able to see if your LOA has been accepted via the portal. Any verbal or private message stating your LOA has been accepted is not valid.
- All iC Members (Moderation+) who seeks to have a LOA request that exceeds 14 days of LOA are required to seek approval from any Main Founder.
- As iCs Members, you should take the initiative to proactively contact a Main Founder to gain approval of your LOA, PRIOR to submitting your request on LOA-Portal - so you are able (required) to input the name of the Main Founder member as part of your "reasoning".
- Any 14 days+ LOA request that fails to indicate Main Founder approval, will be automatically deemed as "DECLINED". This will maximize efficiency, ease additional trouble/time spent that will potentially cause a delay in getting your LOA being approved.
To check if you are on strike, or to view the reasons for a strike placed on somebody, please ask any LOA Monitors or FA+
