Higher ranks members notice more HC lower ranks member than the normal lower ranks members. I(normal lower rank member) had worked for so many hours yet I am not promoted once. Those who just came into the base get promoted so much faster than I am (although their promotion requirement are not achieved) , especially those who are HC lower ranks members - Non-HC worker
